Call Flow: User place a call The VoIP gateway send an Access-Request to the rate server. The rate server reply with an Access-Accept including the meter pulse pattern. The gateway decode the meter pulse pattern and make the outbound call on the H.323 / SIP Network. After receipt of the Connect message, the gateway begin to apply the meter pulse pattern to send pulse depend on the pulse pattern.
